`GET /v1/accounts/{account_id}`

Return the full state for one paper account: headline, deployments, and
open/closed position tables + the equity breakdown.

Auth: the X-Vega-Key header must resolve to THIS account_id (a key for a
different paper account gets 403 — you can only read your own book).
