Execute a Kiwi tool on behalf of the agent.

Called by the bridge when Claude makes a tool call during chat.
Auth: X-Bridge-Service-Token (shared secret) + X-Bridge-User-Id (user context).
This avoids passing user JWTs between services (SOC2 compliant).
