Job IDs eligible for the public job sitemap (/job-sitemap.xml).

Slice: the country gate, English, live (not expired), seen within 30 days,
named employer, indexable source. Must stay in sync with the per-page
indexability rule in next-app/src/app/job/[id]/page.tsx — a sitemap URL that
the page then noindexes is a GSC warning. lastmod = last_seen_at: a real
freshness signal (re-sighted daily by the harvester) instead of insert time.

Sharding: the slice is fetched and cached ONCE per 6h as a compact
(id, lastmod) list, then sliced per request. So the shard count costs no
extra DB work — the alternative, one query per shard, would multiply the
heaviest scan on this router by the number of sitemap files.

Defaults are the pre-sharding behaviour: no params returns the first
_SITEMAP_MAX rows, exactly as before, so the frontend can move to the
sitemap index on its own schedule.

## Query parameters

- `page` integer: 0-based shard index
- `per_page` integer: URLs per shard; 0 uses SITEMAP_PAGE_MAX
