  - `subject` string, required: Message subject
  - `body` string, required: Message body
  - `user` string, required: A comma-separated list of user IDs, usernames, or email addresses
  - `group` string: A comma-separated list of group IDs to email all users in those groups
  - `role` string: A comma-separated list of role IDs to email all users in those roles
  - `fromemail` string: An email address the message is from. Defaults to global site setting.
  - `fromname` string: A name the message is from. Defaults to global site setting.
  - `cc` string: A comma-separated list of user IDs or email addresses
  - `bcc` string: A comma-separated list of user IDs or email addresses
  - `alert` string: An alert level to use for styling HTML portions of emails
