Create a new issue

  - `report` string, required: Report text
  - `datetimecreated` string, required: Timestamp (YYYY-MM-DD or YYYY-MM-DD hh:mm:ss) of the issue
  - `userid` integer: ID of the user creating the entry
  - `issuetodo` integer: Is this a To-Do item?

## Response `201`

Successful entry creation

## Other responses

- `404`: Record not found
- `409`: Invalid data
