Create a contact report

  - `datetimecontact` string, required: Timestamp (YYYY-MM-DD or YYYY-MM-DD hh:mm:ss) of the contact
  - `groupid` integer: ID of the associated group
  - `datetimegroupid` string: Timestamp (YYYY-MM-DD or YYYY-MM-DD hh:mm:ss) of the contact
  - `userid` integer: ID of the user creating the entry
  - `contactreporttypeid` integer: Type ID for the entry
  - `report` string, required: The report text
  - `notice` integer: Notice state

## Response `201`

Successful entry creation

## Other responses

- `404`: Record not found
- `409`: Invalid data
