`DELETE /v1/widgets/{widget_id}`

## Request

Cost: 0 credits. Stop serving this widget. Any iframe still embedding it renders the
neutral "odds unavailable" frame from the next fill on — never an error page on someone
else's website. The row is kept (active=false) so its counters survive.
