`POST /users/welcome-email`

## Request

Send the parent welcome email to the authenticated user.

Idempotent - safe to call multiple times. There is one template:
account_type/onboarding_flow decide whether anything is sent at all, and a
clinician gets nothing (their drips carry day zero).
