Create an observation via quick capture (voice/text from home screen).

Thin transport wrapper over ``perform_quick_note_capture`` (shared with the
GraphQL ``createQuickNote`` mutation). Saves with ``category="other"`` and
fans out timeline projection, embedding, AI categorize and worker→parent
notify-on-entry side effects - see the shared helper.
