`GET /marketing/click`

First-party click tracking: stamp the send's row, then redirect.

The row is a campaign's recipient (web DB) or a drip's step (app DB), and the
first click wins on both. The token signs the (row, destination) pair, so this
is not an open redirect. Tracking is best-effort - the reader always gets
their link.
