Remove a member from the family unit, and settle their access to its children.

``mode=keep_on_care_team`` keeps them on the children's care teams as
``role_kind`` (support_worker by default); ``remove_all``, the default,
takes every link they hold on those children. Billing contact only, never
themselves. See ``graph/parent/family_unit/removal.py``.

Authentication: JWT required via Authorization header
