`GET /targets/{id}/collection-folders/`

## Request

- Base URL: `https://api.probely.com`

Retrieve parsed collection folders with env file import support.
Generic — dispatches by api_schema_type (bruno, postman in future).

`GET /targets/<pk>/collection-folders/`
- Returns cached parse results
- Resolves env vars from the env file stored in api_scan_settings.selected_env_file
- Handles pending/error/ready states
- Auto-expires stale pending status
