Never fetches arbitrary URLs, verifies claims, or forecasts events. Unknown or non-public source URLs require headline text. Optional referenceContext supplies explicit ISO-3 country and source scope; no omitted geography, industry, magnitude, or aviation scope is inferred. The response marks eventStatus, missing fields and conflicts and may contain both count/exposure and population references; a heuristic topic match is context, not verification.
