Paginated agent list, newest first.

- ListAgentsResponse: `GET /api/agents` response body: a paginated page of the caller's agents.
  - `agents` AgentResponse[], required: The caller's agents, newest first.
    - `created_at` string, required: RFC 3339 creation timestamp.
    - `description` string, nullable: Description of the agent, omitted when none was set.
    - `is_active` boolean, required: Whether the agent can currently authenticate.
    - `name` string, required: Display name of the agent.
    - `scopes` string[], required: Scopes granted to the agent.
    - `status` string, required: Status of the agent: `"active"` or `"revoked"`.
    - `updated_at` string, required: RFC 3339 timestamp of the last change.
    - `uuid` string, required: Public UUID of the agent.
  - `limit` integer, required: Page size applied after clamping.
  - `offset` integer, required: Offset applied.

## Other responses

- `401`: Missing or invalid JWT.
