Return the current forfeit-pool balance and distribution parameters.

## Response `200`

The forfeit pool state.

- ForfeitPool: The oracle forfeit pool (slashed bonds accrue here).
  - `pool_pax` string: Decimal string with up to 6 fractional digits
  - `pool_cap` string: Decimal string with up to 6 fractional digits
  - `overflow_pax` string: Decimal string with up to 6 fractional digits
  - `updated_at` string, date-time, nullable

## Other responses

- `404`: Pool not initialized.
