# Create User

`POST /api/tenants/{tenant_id}/users`

Add a user to an existing tenant (name + email; no key, no password).

Restores the user creation the retired create-key flow did as a side
effect. Afterwards use the per-user Invite button to email a set-password
link, or the user signs in via SSO. Reuses an existing user-by-email
(idempotent) instead of creating a duplicate row.
