`PUT /api/tenants/{tenant_id}/services`

Replace the tenant's `allowed_services`. Bubbleye admins only —
tenants cannot change their own list; that is the point of the list.

Only GOVERNED names are accepted. An ALWAYS_ON name is refused too, so
the caller learns it is always on rather than believing it stored it.
