`GET /api/avatars/{user_id}`

Public. Resolves personal → the user's tenant default → 404, so the
tenant default appears everywhere a user has no personal avatar. With
``?personal=1`` only the personal avatar is considered (404 otherwise) —
upload forms use this to render an 'empty' state instead of the tenant
default. 404 lets the shared UserAvatar fall back to its generic icon.
