`GET /api/apps`

## Request

The signed-in tenant's launcher: the /oauth2/apps directory narrowed
to copilots (tenant_services.COPILOT_SERVICE) whose service the tenant
holds — the same rule /oauth2/authorize enforces. An unmapped client is
dropped (fail closed). `withheld` names the registered copilots the
tenant lacks, so the launcher hides them rather than showing SOON;
`services` lets it hide the Pozeidon card too.
