# Get Bihar capability matrix (BR-only contract)

## Request

- Base URL: `https://powerexpertindia.com/v1`
- URL: `https://powerexpertindia.com/v1/capabilities`
- Auth: one of:
  - API key in header `X-API-Key`
  - HTTP bearer

Returns the state-aware fail-closed capability matrix. Use this route before monetary execution to determine whether a state or component is production, Verified Shadow, payable-held or unavailable. Use /states for discovery and the state-specific capability response as the execution contract.

- `state_code` 'BR'

## Response `200`

Bihar capability matrix.

## Other responses

- `400`: The request or a query parameter is invalid.
- `401`: Authentication failed.
- `403`: The key, state, scope, or browser origin is not allowed.
- `404`: The requested state-specific contract is not released.
- `405`: Unsupported HTTP method.
- `429`: The configured per-minute or burst allowance was reached.
- `500`: Unexpected server error.
- `503`: The verified release, key registry, or runtime evidence is unavailable.
