`POST post.partial` (webhook)

The post went out on some channels and failed on others (no more automatic retries).

## Acknowledgement `200`

Return any 2xx within 10 seconds. Anything else is retried with backoff (1 min, 5 min, 30 min, 2 h, 6 h).
