Check whether a specific fare is anomalously cheap for its route.

Compares ``price`` against the 30-day average from the ``fare_history``
Postgres table.  Returns an anomaly dict when the price is >40% below
the average (minimum 5 data points required), or ``{"is_anomaly": false}``
otherwise.
