Clear the health history for a provider.

Used when the circuit breaker has tripped based on stale failures
(e.g., after fixing a misconfigured secret). Removes the Redis list
`scraper_health:{provider}` so the next attempt starts fresh and the
circuit breaker gives the provider another chance.
