## Request

Return a curated list of military travel deals.

Auth-gated so we can track verified-military accounts separately
once the ID.me/GovX flow lands — the current payload is the same
static list everyone sees, but wiring JWT here now means we won't
need a breaking change to start personalising the feed later.

Cache: 10 min at the edge. The list only updates when we ship new
deal copy, so a long TTL keeps this endpoint cheap.
