Return real baggage pricing for a Duffel offer.

Mirrors the seat-map pattern: guests can see real add-ons before
they sign up, and carriers that don't publish baggage via Duffel
return an empty list (the UI should show an "available at the
airport" hint in that case rather than a fake flat fee).
