Admin endpoint: trigger a manual availability scan.

Can scan a specific route or popular routes by tier.

- ScanRequest: Admin request to trigger a manual scan.
  - `tier` string, nullable: hot, warm, standard, or null for all
  - `max_routes` integer

  - `destination` string, nullable
