Admin healthcheck: Duffel API reachability + balance + token age.

Surfaces three things ops needs to spot a broken booking pipeline
BEFORE customers hit it:

1. **API reachability** — can we hit `/identity/me` with our token?
2. **Balance state** — how much float is in our Duffel balance? An
   empty balance is the #1 silent cause of `insufficient_balance`
   booking 422s that map to a confusing user-facing error.
3. **Token validity** — Duffel sandbox vs production matters; we
   echo the environment back so the operator can sanity-check
   `DUFFEL_API_TOKEN` was set to the right key.

No PII / customer-data ever flows through this endpoint. Read-only
against Duffel.
