`POST /list_prompt_library`

List the reusable Saved Prompts available to the active workspace from the Prompt Library: PodMule-wide (global) prompts plus this workspace's own. Returns names + descriptions only — call get_saved_prompt for a prompt's full text. These are user-curated reusable prompts, distinct from list_system_prompts (the workspace's generation-template defaults). Personal user-scope prompts are intentionally never returned here.

- `400`: Invalid input — Zod validation failed.
- `401`: Missing, malformed, or audience-mismatched bearer token.
- `403`: Token is valid but lacks the required scope.
- `404`: Capability not registered, or referenced resource not found.
- `429`: Rate limit exceeded. Retry after the period in `Retry-After`.
- `500`: Internal error.
