`POST /create_system_prompt`

Save a new workspace prompt template under a given key. Use when the user says 'save this as a prompt', 'remember this template', 'make this our default <thing>'. The new template is org-scoped — it shadows any global default with the same key. Confirm the key with the user before saving (avoid creating multiple lookalike keys like show_notes_v2_final). Rejects if the key already exists; use update_system_prompt instead.

- `429`: Rate limit exceeded. Retry after the period in `Retry-After`.
- `500`: Internal error.
