List importable data files in a GitHub repository.

Args:
    request: Contains ``repo`` (owner/repo or URL), optional ``branch``,
        optional ``github_token``.
    http_request: Raw request, read only to identify sandbox run keys.
    auth: Authenticated user context.

Returns:
    List of data files and the resolved default branch.

Raises:
    HTTPException: 400 on invalid repo, 403 on run-key token, 502 on
        GitHub API errors.
