`POST /v1/cli/telemetry`

Receive CLI telemetry and forward to Datadog.

Optionally enriched with user info if X-API-Key header is provided.
Geographic info derived from request IP by Datadog.

  - `cli_version` string, required
  - `os_type` string, nullable
  - `os_platform` string, nullable
  - `os_arch` string, nullable
