Recent caller-owned runs and Dispatch receipts on the customer plane.
Legacy rows without an owner stamp stay invisible to customer keys; the
admin/owner plane sees every safe receipt plus its full legacy store.
Gate refusals (keyless/invalid-key hits, mostly bots on /mcp) are audit
rows, not work: the owner feed omits them unless ``?refusals=1``.
