OWNER plane (K4): usage rollups from the per-request telemetry ledger —
{by_path (count/errors/avg_ms), reuse_rate (cache hits / reduce calls; null
until there ARE reduce calls), by_caller (key label or "owner"), last_24h}.

Pure read over app/data/telemetry.jsonl (+ its one rotated generation);
missing/corrupt file => empty rollups, never a 500. Admin-gated on the sell
config automatically: this path matches the /owner/ prefix in
metering.AUTH_PATHS (verified in tests/test_telemetry.py).
