OWNER plane (2026-09-04 admin audit: 'Free-solve count not returned') — the
keyless free-solve ledger as an owner rollup. Pure read of the SAME
app/data/free_solves.jsonl that free_solve.verdict() meters from, so the numbers
the Admin page shows are the numbers the gate enforces. Rows hold only
{ts, ip(hash), status}; nothing else is retained, nothing is invented.
Missing/corrupt ledger => zeros with ledger_read:false, never a 500.
