OWNER plane — structured ENGINE ERROR CODES (recent failure/degraded/empty/fallback
rows + counts by code, last `hours`). The engine emits these at the real failure sites
(model fell back to stub / ran out of memory / never loaded, forecast neutral prior,
research returned 0 fetched, a grounding pass where every leaf came back blocked) AND at
the door refusals (no key, unknown key, out of free calls, owner-only path) so silent
degrades SCREAM here instead of hiding behind an HTTP 200. LAZY + EMPTY-SAFE: no log →
zeros + a note, never a 500. Admin-gated via the /owner/ prefix in metering.AUTH_PATHS.
