fix #5 (2026-07-25 audit): the 'Your rules' panel needs to READ the caller's
current state (final_say / model_rules / response_style / autopilot), not only
write it — a panel with no GET can't render on load. Key-bound, safe defaults
for a caller who never set anything (governance.get_governance already returns
those).
