The Liminal two-versions console (P2 backend seam): serves the P1 SPA shell
(router-service/static/app/index.html) on BOTH planes (:8795 owner, :8796 sell)
with data-plane templating. {{PLANE}} is templated server-side into the body tag:
"owner" (keyless :8795) or "sell" (key-gated :8796). An absent or invalid plane
value fails CLOSED to sell — the gate stays up. If the P1 shell is not yet built,
serves an honest placeholder page with the same data-plane mechanics + Liminal 1.11
title, so P2 tests can self-contain (P1 builds in parallel).
