`GET /api/projects/{project_id}/files/{file_path}`

Serve a generated file.

Small files are streamed through this endpoint so the browser never holds a
presigned S3 URL. Large ones still redirect to S3 — with a short expiry —
because pushing hundreds of megabytes through this single-threaded server
is what the redirect was introduced to avoid.
