Generate FFIEC data files (AIE, Peer, TBPI) and save as an immutable
data snapshot in S3 + RDS. This is for creating custom snapshots from
the FFIEC Data panel.

## Request body

- FFIECSnapshotRequest: Request to generate and save FFIEC data as a snapshot.
  - `rssd_id` integer, required
  - `start_date` string, required
  - `end_date` string, required
