Delete a selection in one request; each id is checked as
`DELETE /time_entries/{id}` would check it, and one locked row does not stop
the others (409s come back per id).

- TimeEntryBulkDeleteById: Delete these exact rows. (`TimeEntryBulkDelete` deletes by date: every entry on each day, which is not what deleting a selection means.)
