`POST /api/v1/admin/users/{user_id}/revoke-grant-cohort`

## Request

Withdraw the time-boxed grant from every account on this signup address.

Exists because doing it one dialog at a time is how one gets missed — of the
six July 2026 bot accounts revoked by hand, five took and the sixth was
overlooked, which is the failure mode a bulk action removes.

Reports every account it touched *and* every one it skipped with a reason.
A bulk action that silently declines part of its work is worse than no bulk
action: the operator believes the cohort is handled when it is not.
