`GET /api/v1/admin/users/{user_id}`

## Request

Per-account operational health, for service operation + support. Derived
entirely from first-party rows we already hold under contract performance —
*counts and activity metadata only*. Deliberately excludes the content/figures
of the user's financial data (no revenue/amounts), in line with the privacy
policy: we don't analyse financial content. Not behavioural tracking.
