The destructive-action trail, newest first.

Reads back what the ban/delete/revoke handlers write to `admin_actions`. The
subject may be a purged account (a `delete` removes the user row while this
row survives — the point of the table), so the target email is resolved
best-effort and comes back null when the account is gone; the id is always
kept so the action is never anonymous.
