`GET /api/review/family`

## Request

Sibling specs carrying the same wrong code, so one judgement can fix the whole family.

`target_code` is the code the reviewer is about to apply (the correction on a reject, or
the existing code on an accept); eligibility is computed against it, so the list updates
as they pick a different code.
