Read-only location eligibility for mobile action gates. An unplaced location gets the default policy; a restricted product keeps perps close-only. Shared quotes and existing referrals/payouts are unchanged. Provide chainId and address together for an exact stock venue read; an unknown or restricted issuer returns stocks.reason=stock_location_restricted. No owner or location observation is stored.
