Resolve a Venmo maker's numeric account id for client-encrypted mailbox credential uploads. Curator looks up the maker's registered Venmo username and returns the account id only when its keccak256 hash equals payeeDetails. Errors: maker_not_found (404), venmo_user_not_found (404), venmo_account_id_mismatch (400).
