`GET /api/v2/webhooks`

## Request

- Base URL: `https://pdf2md.dev`
- URL: `https://pdf2md.dev/api/v2/webhooks`
- Auth: one of:
  - API key in cookie `p2m_session`
  - HTTP bearer

EP-023-T10 (implemented, §6.8). Account-scoped (web session OR device-signed-linked, like api-keys). Paid feature (webhooks_enabled).

    - `enabled` boolean, required
    - `failure_count` integer: consecutive failed exhausted deliveries

    - `created_at` string, date-time
  - `limit` integer: Plan's webhooks_limit
  - `used` integer
  - `enabled` boolean: Whether webhooks are available on the plan

- `401`: Missing/invalid API key or session
