Operator health check for the Supabase integration.

Returns 503 when Supabase is configured but unreachable. The previous
version returned 200 + "Supabase integration healthy" purely on the
presence of config strings, so a month-long free-tier pause (found
2026-08-31) never surfaced here. A check that cannot go red is not a check.
