Serialize a caller-provided canonical BOM to a file (csv | excel | json).

Backs the agent ``BomPreviewCard`` "Download BOM" affordance. Serializes the BOM in
the request body via the single-source ``bom_export_service`` — no re-assembly, and
(like the sibling export routes) no per-user ownership check, since it only formats
data the caller already holds.
