  - `members` string[], required: Members are ops email addresses OR automated-system identifiers (e.g. "verifications-api", "accounts-api") — some request status changes are performed by other services rather than a human reviewer, and those service identifiers must be able to join the RequestStatusChangeAdminGroup.
